Hybrid App development using SAP WebIDE personal edition

Hi All,

I have the below queries. Could someone please provide the inputs?

- Can we develop SAP Hybrid Apps using SAP WebIDE personal edition? If yes, can someone please point to specific blog mentioning complete information on this or otherwise, what is the process of setting up all the necessary softwares/plugins to start the development(ON-PREMISE)?

- Does the WebIDE personal edition(Productive license) contains the exact same features as that of SAP WebIDE cloud edition?
