Error BAPI_USER_CHANGE in User Management

I am trying to change language from english to english(UK) in User Management in Dual Stack Netweaver Ssystem. The UME to this system is an R/3 Based ABAP system which is hooked to CUA in another Netweaver based system.

When I am trying to make this change, I get the following error

An error occurred in the persistence. The original message (possibly not translated) was: "BAPI_USER_CHANGE@SIDCLNT120: ID=01, NUMBER=492, MESSAGE=You are not authorized to change users in group GROUPBASIS-IND". Contact your system administrator

The backend ABAP system which acts as the data source has the correct authorisation..meaning..i can change the group directly via SU01...however am unable to make any changes to the Personalisation section User Management.

I have also checked the group everyone which has the following EU_ROLE and it has UME.Manage_My_Prof assigned. I have added it recently. Do I need to do anything after adding inorder for these changes to take effect.

Any ideas how i can surpass this error
