Benefit Eligibility Rule Clarification

Hi All, I have a quick one....when employee reaches 50, they are entitled for 401k Catch-up savings plan, right now as per the configuration employees are able to see the 401k catch up plan on thier 50th birthday. However, we would like to change to 1st of the calendar year when employee turns 50. Example, if employee turns 50 on 12th dec 2010, still he/she should be able to see in on 1st of Jan 2010. In "Benefit Eligibility Rule" I tried changing from "Immedidate" to "DAY 1 of the year" but still there is no difference in my test result. Am is missing any steps here? Please help! Thanks!
