Yes, same thing has happened to me before.
Just right click on the executable installation file and select "run as administrator" and it should work, assuming you have access as an administrator on your Windows VM

thanks for your suggestion has worked, I got it to run the installation, but now I have another issue. something about failed critical dependencies
