In summary
For SAP delivered Business Packages a Portal J2EE is required
However ESS and MSS scenarios that are based on ITS and WD ABAP can be executed from back-end/via browser if required
Best wishes

Hi Imthias, as my colleagues said, with WebDynpro that's not possible. The Netweaver Portal framework is required.
But since that previous ESS versions only requires a SAP ECC correctly configured in the backend, you can use it without a Portal. In this case you are calling the SAP GUI for HTML (WebGUI) from your browser.
Alsomore, the newest ABAP WebDynpro apps can be launched directly from the ERP for test purposes.

Hello,
ESS and MSS are Business packages and they can only be deployed on Portal powered with Netweaver.
So without Portal you can not proceed to implement ESS/MSS
