Process order

Hi Experts,

I have created master recipe with status as 1 created & BOM with status 2 Inactive for FG material in plant 1050.

I created process order for same FG material in same plant. Then system show me message that Master recipe not released & NO valid BOM exist.But allow me to release & save order. How it is possible if recipe is not release even system allow to create order. As per me,system should not allow to release or save order. This happen in quality server & devolement server.

But when I try in production server for same scenario system does not allow me to create order.
