Does CHARM require the PROD to be the domain controller?

In this link existing-stms-configuration-and-charm-setup, Rinkal says that

for CHARM, the production system has to be defined as the domain controller.

However in this famous guide /people/dolores.correa/blog/2008/07/26/first-steps-to-work-with-change-request-management-scenario, Dolores says that

DEV can be the domain controller in CHARM setup.

So whuch statement is true?
