Hello Yasar
regarding this process you need a good background regarding character formats of files (ASCII, UNICODE SAP specific) operating systems (e.g. Windows, Unix), transfer operations in SAP (so called BIN or ASCII mode to do an upload on application sever etc.) and set up in SAP (e.g. unit of measurement etc). and especially in EH&S (what is a data provider etc.). Therefore there are many pitfalls in the process there you could come into trouble.
As a starting point:
take a look here:
http://help.sap.com/erp2005_ehp_04/helpdata/en/c1/eda0f591ec12408b25e7a1b369ca45/frameset.htm
Here you are in the area of "Basic Data and Tools (EHS-BD) ". Take a deeper look in chapter "Tools (EHS-BD-TLS)"
You will find the chapter "Import and Export". There is a further chapter "Import: Process".
Take your time to read any information in these chapters/subchapters and then go on with chapter " Specification Import".
Most important is the chapter "Identifying Relevant Fields"and " External File Structure: Specifications "
If you have no experience here try to establish first the most primitive file which could be used to generate a substance id in EH&S.
I have not so many experience with the module SAP RM (= SAP Recipe Management) but it is integrated with EH&S and based on the structures of EH&S. I have done a quick research here:
"Loading of Specifications" in the online help of Recipe Management (PLM-RM) which is linke to EH&S module in the online SAP help,
I hope this gives you an idea there you can find more informations
With best regards
C.B.
