how can I create a different rule group for each ESS web application?

in ESS Working Time, can I create different rule groups for different ESS MSS web applications (like

Leave Request, Team Calendar, Attendance Overview, Time Accounts, Clock-In/Out Corrections)

as per SAP

"If required, you can form the rule groups on the basis of the Web applications that the employees use. This enables you to form different rule groups for the Leave Request and Team Calendar in Manager Self-Service than for the Clock-In/Out Corrections applications."

how can I do that?
