Restrict GR for process order

Hi Experts,

Please help in following case:

Currently system restricting for doing GR for process order if confirmation has not done. But system allowing to do GR if phases of process order confirm. My requirement is system should restrict GR till all phases & its secondery resources get confirm. Then only its allow to GR. How to achieve this
