Prevent Good issue to Production Order

Hi,

In standard SAP ,system will not prevent in issuing goods if there is missing parts and the posting will go to COGI.So far my knowledge is concerned,it can be prevented by assigning a user exit.Will anbody guide me,if I am correct and if so where I shall find the exit and how to assign it.
