Workflow inbox items not transmitting to external email

I am setting up a purchase req program right now and am having some difficulty with transmitting items from the workflow inbox of a user to their external email address.

When I run program "RSWUWFML2" in SE38, I can successfully get items from MY workflow inbox transmitted to my external email address. However, whenever I run the program, I cannot get the workflow items from a different user's workflow inbox out to their external email.

The other user has their email setup in SAP in the same way that mine is setup under "Maintain User Profile".

When I run the program for everyone and this other specific user, SE38 can read the workflow items. This is indicated with the message "12 workflow items read. 0 items sent."

When I run this program in SE38, items from the other user's workflow inbox should be sent out just as mine did. Yet, for some reason SE38 does not seem to want to transmit their workflow items.

Why could this be? All help is appreciated!
