Even material reach to reorder point system did not generate the PR

Hi Gurus,

This burning issue

minium reorder point 15, maximum stock level 30,available stock 5 procurement type F so it should generate PR

MRP type VB

lot size HB

as per the above said business process system has to generate the PR but in my case system did not generate any PR?
