SWWWIHead is locked when User Decision "Decision Options" are not executed.

Hello Experts,

We have created a custom workflow with a user decision step. Based on this the user is able to see the workflow in SAP inbox. The user is opening the same and without doing any processing, he/she is exiting out of the application using the log off option or just closing the window. And then the user again in and tried to display the workitem, nothing happens,

I noticed that there a lock on SWWWIhead table if the user exits without taking any action. If I delete the lock , he/she can proceed further.

My question : Is it mandatory for a user to take a decision and if logs off without taking any deicsion, why is the lock not released. Is this something which needs to be handled used a custom code. We are using the DECISION BO and Process method.
