user is unable to open the attachment which will take him to a transaction . is it some setting needs to be maintained from workflow or authorization issue

Is this UWL or SBWP? Check SWU53 to see if it is an authorization problem.

If you are accessing workitem from R3 SBWP check for the no of open sessions & authorisation reqd for user. Please post the error if any that you get while trying to access the attachment. How are you calling that transaction. In case you are using SET paramter ID and use call transaction ensure whether it works separately and the parameters passed are right.

Hi,
Please try after closing other open sessions. At a time only 7 sessions can be kept open. Some time this may not allow the transaction to be opened. Also check whether the user has authorisation to access that transaction as Rick suggested.
