Non Generation of EL quota

Dear All

I am generating quotas of Employees of a paricular payroll area but system is not generating EL for two personnel numbers through PT60

I hv alread checked infotype infotype monitoring of tasks and contracts elements.

Plz guide me, i hv tried everything at my end

Check time management status in IT 0007, check employment status in IT 0000.
