Handling of other fees in SLcM

It is adviced that other fees should be handle as FICA postings through the request functionality, now I have the following question, how do I link that functionality, with the following customizing point:

Student Lifecycle Management-> Student Accounting-> Fees-> Other Fees-> Define Attributes for Individual Fees

And with Function module:

CMAC_INDIVIDUAL_FEE_CREATE
