That is based on which cost object you are doing cost planning & which planning method you are using. Request you to refer cost planing section of online help.
Some most basic setting are as below.
For WBS : planning indicator should be ticked. Planning profile maintained properly
For Network Activity : Control key should have ticked cost relevant indicator, Planning profile etc, work center in activity properly defined ( i.e. KP26 ) etc .
