No reopened journal

When trying to reopen 2009.DEC for journals posted in 2008.DEC, I get the message:

"No Reopened journal"

Also, when I click on the "View Report" it is empty, showing no journals to reopen.

What am I missing? Journals are flagged as Reopen="Y", the application parameter JRN_REOPEN is set to "Y" and I have already processed the application multiple times.
