I seem to be unable to download the gui or any of the patches. I installed the download manager but it keeps giving me a 403 error and then cycling through the next item in the list. Why did we ever move away from ftp which just worked?
Is there anybody that can help me get this stuff onto my hard drive so that I can update my gui?

Is the issue with downloading SAP GUI and / or patches, or with downloading anything from service.sap.com/swdc ?

Error 403 ,is connection problem.
Chec your settings, or please follow Harold procees thats effective.

I'm not quite sure which downloads and why are provided via download manager. Most of the times I do bypass the download manager for the download. Sometimes though, it seems that I have to put the item first into the download basket (no direct download possible). Within the download basket I then click on the link and get a direct download via the browser, thus bypassing the download manager.
In case of the SAPgui patch 16, I can download it directly, without doing the extra step using the download manager from <a href="http://service.sap.com/~form/handler?_APP=00200682500000001943&_EVENT=LIST&EVENT=LIST&ENR=01200615320200007657&SWTYPSC=SPP&PECCLSC=OS&INCL_PECCLSC1=OS&PECGRSC1=WIN32&V=MAINT&TA=ACTUAL">here</a> (location is probably where you tried it already).
