Posting Change Notices not created for WM movement type 309

I am using packing transaction HU02 to create a Handling Unit and at the same time move the stock across to the HU managed store. An Inventory management movement type 311 is created to move from one to store to another, on the WM tab it quotes WM movement type 309.

Looking at LS26 it shows the stock now in interim storage type 923 (packing area)

I then looked for Posting Change Notices (PCN) using LU04, there are none present ?

Any ideas why a PCN is not being created to move the stock out of storage type 923 ?

a posting change is usually a change in status, e.g. from return to own, or from blocked to unrestricted.

A 311 movement in IM is usually a real movement, which means you create a TO rather than a PCN.
