Network and activity in Project Structure

Dear PS Experts,

The scenario:

The project req is to have the function of milestone billing.

For this req, i have created a milestone under WBS element.

The Issues:

Would it be correct and recommended if we only create a milestone to only one WBS for revenue/billing purposes?

And the rest of WBS in the same structure will not having network n activity since there is no req on costing or schedulling?

Please help to advise..
