Assign userid to to business partners in SAP S/4HANA On-Premise

Hi Experts, Consulting SAP Note 2570961 - Simplification item S4TWL - Business User Management. I must apply the following steps.

Creating Business Users in SAP S/4HANA On-Premise

1. Create a user in SAP S/4HANA using
   • Transaction SU01 or
   • APIs such as BAPI_USER_CREATE1 or IDENTITY_MODIFY or
   • Other channels that use the Identity API (CL_IDENTITY_FACTORY).
2. Create the corresponding business partner for the user. For more information, see "Creating business partners (persons) related to business users".
3. Assign the created users (from step 1) to business partners (from step 2). Step 2 and step 3 can be performed as single transaction using the UI or the API.

Someone knows the name of the transaction or app where the third step is executed.
