How can GST related Notes be implemented with unmatched support package?

Hi,

could somebody suggest how to implement the India GST notes without upgrade SAP? (the requirement is 617 SP07, our current system is 617 SP02). there is not enough time to run another project for SAP upgrading during GST project.

Any suggestion and experiance sharing is appreciated.
