We want to TICK/UNTICK Goods Receipt / Delivery Comp option of delivery Tab after release of PO (without derelease the po). is it possible (by configuration or standard)?

Go to:
SPRO - MM - Purchasing - PO - Rlease Procedure for PO - Define Release for PO - Release Indicator
1. For Release ID "R" - Make Changeable column as "3" and make % Value change as 0.01%.
2. Save and Exit
3. What this will allow you to do, is to make changes like "delivery completion indicator" etc. However, if the someone tries to change the value of the PO, it will re-trigger approval.

If u have release indicator 1 then u can not change in PO without derelease it.
You can use mass maintence for this
use T code MASS and object BUS2012 and MASSEKPO-ELIKZ ...make it complete.

1. You change the release indicator in PO release procedure
2. After doing that you can make the required changes and rerelease the PO.

As per current configuration, we are not able to modify the release PO. Many times we need to block the receipt of mateial against few released PO. We also dont want to do the same by derelease the post and modify the qty etc

This depends upon if versin management is active in PO or not ? Means after every change in the released PO it goes for rerelease again.
If you are not using version management then after release of PO change it inME22N again so version is not created and Po shows in released status only
