Genetic withholding tax reporting(RFIDYYWT) DMEE is wrong format(Need UTF8 )

Hi .

we are running RFIDYYWT and we created a custom copy of IDWTFILE_US_1099MISC (DMEE). The file is getting generated successfully but the format of file is set to "UCS-2 little endian".

Is there a way to change format to UTF-8. Creating payment medium(OBPM3) doesn't make sense here as this report directly creates DMEE file.

How do I change the format of DMEE file when running this report?
