Importing Tax information thro BP Fiscal tax id

Hi

i have imported BP master data in the system. Now i want to import tax information related to every business partner. For this i have filled template BPFiscalTaxId.

For this during import i am selecting 2 templates business partners and BPFiscalTaxId. As im updating so i have filled only BP codes in business partners template.

I have selected command update as well as import but im not able to import.

Error is"entry already exist in the following table(ODBC-2035)"

"Provide state and country for ship to party name"

please provide solution for this..
