returnable packing material

Hi friends.

We have two returnable packing material where we are using one packing material as automatic packing where we have maintained packing instruction and dtermination in POF1.but we have other returnable packing material where we have not maintained any packing instructions. Now when we enter the second packing material manually during delivery the movement type taken is 601 and not 621.

Please suggest what should be done.
