Both the LINK and LINV tables have "Name of Counter" fields (UNAME). In the LINK table that is the assigned counter that you usually set up when the count document is being created/released. The LINV table has the name of the actual person who entered the count.
After the count is entered, you can see the counter's name in the transaction LI13N.

All WM Inventory Count Data can be found in LINK, LINP, LINV SAP tables.
Regarding your Query : Planned Counter - LINK-UNAME, Actual Counter - UNAME.
