What is the recommended Hardware and Software setup while working with Business Objects XI 3.1?

Check the Platforms.pdf file for minimum requirements. What you need depends on what and how many users will be using it.

here it is for XI 3.1 SP2 on Windows:

If you need an other OS than navigate to sdn -> Articles -> Business Objects -> Click on "XI 3.1" under "Business Objects Enterprise" and choose the "Supported Platforms" Article for your OS.

I got the hardware requirements but what are the software requirements?

Does software requirements include Application Servers and Portal Servers which are already supported by BO?

Hello,

it depends on which OS you want to install.

The AS gets shipped if you dont have one. BO shipps Tomcat as AS

Also the CMS and Audit DB gets shipped. Here we have a MySQL DB.

So if you use these two default components you only need a supported OS like Windows Server 2003, Red Hat Linux, etc.
