Finally below works:
Go to B1if control center and check for DBQSTREAMS and if there you see data then clear those as it cause when there is alot of queue are present and restart the service
and try to login.

Hi Nagarajan,
I tried this already but not works.
one thing i notice that when i tried to restart the Integration service i am always getting message
"The service did not respond in a timely fashion..." and
status set as: stopping and after this i have to end the tomcat in Task manager then only i am able to restart the service.
But after restart also same " Loading..." screen is appear.
