First, ensure that your ECC system is accessible from PI side both by IP-address and DNS name. Ask your BASIS team to check that.

I had the same issue and got it resolved by correcting the port number from 8080 to 8000 in the connection URL in the Communication Channel.
eg. http://<XXXXXX>:8000/sap/xi/engine?type=entry

As Evgeniy has suggested, check with your BASIS team. Connection should be open and your ECC should allow the ping test from SAP PO.
