Annual Budget Exceeded Error in FMBB for Revenue Commitment Items

Hi,

We are on EA-PS 617 release, sign for revenue budget value was negative in customizing 'Define Editing Options for Budget Amounts" and I had posted budget in FMBB which appeared as -ve value in FMBDT , the wrong side of this was that when revenue actuals consumption happened through billing then Available Budget in FMRP_RW_BUDCON increased instead of decreasing.

Now I have changed sign to positive for Revenue and reinitiated AVC ledger, now I am trying to post budget for the same commitment items but when I try to post budget for the same commitment item I get AVC error for few of commitment item NOT for all.. Please see screenshot below and help me figure out what is causing the issue.
