Migrate/load HR minimaster data from external systems to S/4HANA HR

I've been looking at the solutions we could use to load data into our S/4HANA HR system.

As the legacy systems are not SAP then we can't use the ALE solution via IDOC type HRMD_A, and I'm pretty sure I can't use the HRMD_B or HRMD_AB solution either because we are moving HR data from a non-SAP HR system to S/4HANA HR system.

So, I can only see a few solutions:

1). Create an RFC wrapper for the existing HR_MAINTAIN_MASTERDATA FM, and prepare data and call via DS, loading main data and infotypes from on Excel workbook with separate worksheets per infotype.

2). Create a new object using the SAP S/4HANA Migration object Modeler (MOM) to perform this load.

We have a large number of projects (different sister companies) to load data from, so it's worth putting in the effort to make this a reusable process and get it right.

Does anyone know of an alternative solution, or know whether any of the HCM idocs types can be used for what I want, being Non-SAP HR to SAP S/4HANA HR?.
