Could you please tell me whether we can create the PR or PO without order,If yes can you give example of any senerio.

sure you can, you can create a manual PR in ME51N or a manual PO in ME21N to procure to stock or to cost center....

If you have no reliable planning data in material master for MRP runs, then you may have to create manual PRs or POs.

Hi,

you can assign a framework service PO to your order, see for example the note 741338 which describes this process. But for which purpose you would like to assign prurchase requisitions to orders? Purchase requisitions are usually created automatically BY ORDERS.
