System text template by default for all users in SAP SOLMAN ITSM

Hello Everyone,

When a new incident is created, we need a set of guided questions to appear by default in ITSM - SAP SOLMAN 7.2 SPS 07. There is a section called as "insert text template" but the reporter will have to explicitly insert this template.

Anyone aware of how a text template can appear by default in new incidents being opened in ITSM.
