Incorrect user appearing as "Created by" for PO output

Hi Gurus,

Basically a PO is created in Prod environment with output Z*** by user A --> PO went for release strategy approval to user B --> User B approves the PO and saves it. --> Output is triggered and in the further data section in the messages for this output "Created by" is appearing as user B intead of user A.

When the same Po is created by user C and approved by user D in development system, then

in the further data section in the messages for this output "Created by" is appearing as user C.

I am not sure what is the correct/standard sap design.
