Cannot Access External Data

I have a problem when i export SWF or preview inside the xcelsis and i received the above error beside these

An error has occurred.

For more information, contact the file creator or your system administrator.

I am using Xcelsius 2008 SP3 and Live office XI 3.1 and Ecel 2007

I tried to put my SWF to

http://www.macromedia.com/support/documentation/en/flashplayer/help/settings_manager04.html

to be allowed but I face the same problem

Also i tried to put crossadmin.xml into my Tomcat without any response and I found I cannot access my BI portal

when I delete it from tomcat then I can access my portal
