Needs helps during GI, Confirmation and GR

Hi SAP Guru,

My client is wants that unless the users has done Good issues , no confirmation should be done,(Partial or full ), NO GR should happen unless Confirmation( Partia or full ) has been done. System is no were stopping for surpassing the norm.

Not using backflushes, using MB1A, than co12, than GR.Please helps me .is there any user exits
