Best way to Refresh Quality System from Production

We are going to refresh our SAP Quality systems from SAP Production systems using database backup/restore method. But our requirement is, after refreshing the Quality system there should not be any sensible data ( Like Employee Master data, Payroll etc ).

Can you please guide the best possible ways to fulfill this requirement.
