I tested it in several accounts and it looks OK.
When loading SAP Web IDE - Did you receive a popup message like "Unable to load extension"?
Can you share more details - Are you using trial or factory? Which region? SAP Web IDE Full-Stack?

Can you please clear your web browser's cache and try loading SAP Web IDE again?
I have checked both my trial and production account and have no issue.

I might can help you here. Your link refers to the Hybrid App Toolkit Local-Addon, not the Web IDE feature. I personally never used it. The local-addon you had to download and install on your local machine. As far as i know the Web IDE feature continues as normal. So it should be available. But anyway we haven't found a solution for our issue yet.

I'm facing the same issue on a new productive customer tenant : HAT feature is not available in the full WebIDE. (Tenant also in Frankfurt)
Furthermore, the related site published that HAT is in end of maitnenance :

What should we consider as best approach then ? The customer is actually using mainly Windows 10 tactile PC (like surface), but is planning in 1 year to migrate progressively on Android device, and requires offline features. What should be used then ?

Thank you for your quick reply. Unfortunately no variations of your suggestion worked for me. I am using the full-stack version in a production account (Region neo-europe Frankfurt). There was shown no popup message. In the old Web IDE looks everythings just fine.
