If you cannot start any transaction which you are otherwise authorized for, then this dump is occuring prior to authentication.
This would be an error in the logon program (you have to contact SAP for that via a customer message as you cannot access it yourself...) or you tried to access it, in which case you cause a "lock out" to protect itself from being modified.
Please post the program name and variables with code lines of the dump?
Cheers,
Julius

Usually even if you get a dump at logon you should be able to call SE38 and run RSSNAPDL which will delete the old entries from the SNAP table.
Try it, Also make sure that all the housekeeping jobs are scheduled so this doesn't happen again.

Juan

Might be there is problem with your oracle database.
Check if your database is working fine, tablespace is not 100% or it is not archiver stuck.

Your system will be in archiver stuck if the disk space is 100%, where the offline archive logs are generated
Directory will be DRIVE:\oracle\<DBSID>\oraarch
But this is less likely to be the cause.
Check the tablespace space using brtools.
Also check the dev* files like dev_w0 in the work directory of the instance.
