define substitution in sap for other users

Hi Guys,

I want to know how can we define a substitute for other users? I mean using transaction SBWP Settings -> Workflow Settings -> Maintain substitute, we can define a substitute for ourselves only.

Is there any way where we can define substitutes for other users as well. If so Kindly explain this in detail as this concept is new to me.

I have also learned there are some profiles associated with this? Please provide with some detailed information?
