Issue with priority of emergency queue in sap contact center

In SAP Contact center emergency calls are waiting and not ringing into the available agent or next available agent over commercial & residential calls in queue

Priority of queues under contact management are Emergency is set to 1, commercial set to 15, residential set to 10.

Is there any other parameter that needs to be checked to provide priority to emergency queue.
