Automatic Reorder Point Forecast is lower than expected

Dear all, please help. I've read many articles but still haven't got the answer. I want to use forecasting for calculate ROP and SS but i didn't get the value as higher as i thought

I already made the settings as below:

MRP Type: VM

Planned Deliv Time: 35 days

Service Level: 95%

Forecast Model: J

Period Indocator: M

Hist period: 6

Forecast periode: 1

Periods per season: 1

When i checked consumption values, i got this

Then, i executed forecast and i got this

The Basic Value is 4,596 and Safety Stock 2

But, i don't understand why Reorder Point is 2 when the consumption value and basic value is higher than that

Please let me know if there's something wrong with the settings
