SRM obn/qte.displayrfx Error:FPM application /SAPSRM/WDA_L_FPM_OIF was started without configuration

Hi，

We are implementing SRM classic scenario.

An email is triggered to the bidder post Rfx creation with a link that takes the bidder to the portal where the bidder logs on and submits the quotation.

This is a standard process.

When the bidder clicks on the link（http://xxxxxx.com/nwbc/srm/~canvas;window=app/obn/qte.displayrfx/?sap-client=300&SAPSRM_BOID=0050568A70981ED6ABFDA3E532o4o323）, he's getting the following error.

FPM application /SAPSRM/WDA_L_FPM_OIF was started without configuration

We try other OBN method(URL:http://xxxxxxxx.com/nwbc/srm/~canvas;window=app/obn/rfx.display/?sap-client=300&SAPSRM_BOID=0050568A70981ED) is correct.

We check the Object based Navigation of portal is all correct.We can not find the reason of show this error message.
