I have 5 tasks in my Deviation notification. I want one particular task to be made TSCO TSSC (Task completed and then made successful) status, else it should not allow the user to complete the notification. How do I achieve this?

In standard SAP itself provided that If the task is released to users Until that task completion system will not allow you to do the notification completion (TECO) as albert said.

thank you for the details provided.
I am not sure what you mean by "deviation" notification, nevertheless, I have done a quick test with a Q2 type notification.
When I try to complete a notification with outstanding tasks, 'Status check error' is raised due to status OSTS (I0158) - 'Outstanding task(s) exist(s)'. See screenshot:
