The right release strategy in a PR is not been triggered

An attempt to release a purchase requisition , i discover the right strategy was not release . A strategy for less than the amount in price on the purchase requisition was triggered. After checking CL30N everything was fine the right strategy i expected was what i saw on CL30N using the required parameter. Can someone help me unveil this challenge . As i have tried everything possible but not yielding any suitable result.
