I guess that you are creating PR for network activity 0010 and you have not maintained all required purchasing data, Please maintain required purchasing data and release, Your setting for PR generation is with release of network activity, so, if Purchase data is not properly maintained than system will not able to crate PR even though it release network, that why check is given here.
