Of course. Check the possibilities of Excel import Extension. Depending on format of your excel file, you can use this default extension to import or you can develop your own script to do the job. If it is only about importing Standard Checks, I suggest to rather modify the structure of your excel file instead of writing your own excel import algorithm.
